In Turkic and Mongol belief Tengri is the sky itself: boundless and without a face. The Orkhon inscriptions open with üze kök tengri — the blue sky above — and the khan takes his authority straight from it: he rules by the kut Tengri grants him.
Tengri has no statue, no temple and no likeness. In the telling he is the sky, which is why offerings are made outdoors, in a high place.
Tengri appears twice in Balbal: as one of the three Spirit tiles, beside Umay and Erlik, and as the last floor of the journey, Tengri's Floor. That last floor is nearly empty — white light, a few tiles, silence. Not a joke: in the telling, the sky empties as it rises.
